Teacher Evaluation System
State law requires that all teachers are evaluated and placed into one of four categories annually. The categories are Highly Effective, Effective, Improvement Necessary, and Ineffective and a teacher rated Improvement Necessary or Ineffective (with the exception of those in their first two years of teaching) may not receive any raise or increment for the following year if the teacher’s employment contract is continued. Salaries are a subject of bargaining, and bargaining may not begin until September 15.  The applicable states are IC 20-28.11.5, IC 20-28-9, and IC 20-29-6.

ETA was involved in the development EVSC teacher evaluation system prior to its initial adoption in 2014, and advocates for revisions on an annual basis. The entire evaluation process guide, evaluation rubrics, and additional resources can be viewed and downloaded on EVSC Connect. 

Evaluation ratings are determined by observations and a review of artifacts by an administrator.  Scores are assigned based on a rubric, and ratings are determined on the following scale?
